He Gulf cartel It is one of the oldest criminal organizations in Mexico, whose main base of operations is in the state of Tamaulipas, although its dominance has extended to other states of the country, where it maintains battles with other cartels for control of the territory.
In order to operate in different regions, the Gulf Cartel is divided into factions, and one of the most violent is that of Scorpionsthe same to which the kidnapping of four US citizens in the city of Matamoros was attributed.
However, despite the cruelty and violence with which they act, the members of this group must be governed by values such as discipline and loyalty, as revealed by a type of regulation seized in October 2021 from four members of Los Escorpiones in the state of San Luis Potosi.
According to the Unión Jalisco site, it is a booklet on whose cover appears the silhouette of the state of Tamaulipas and the legend Regulation XIX.
On the inside pages, the publication shows again the map of Tamaulipas, the image of a scorpion and the letters of CDG in the colors green, white and red.
This document, which contains 19 points, is an attempt to copy the General Regulation of Military Duties, according to sources from the Ministry of National Defense (Sedena) revealed to Unión Jalisco.
The phrases of the aforementioned regulation refer to military values and virtuesbeginning with discipline, where they change some words and allude to the obligations to which the members of the criminal group Cártel del Golfo must abide, as well as how to act during their activities and in case of not complying with said obligations they will be punished, emphasizing that they must refrain from providing information on the criminal organization.
Among the points that most attract the attention of said regulation are: Fostering discipline to be ready for any mission; refrain from disturbing or disturbing the peace of civilians, and refrain from speaking inappropriately or using codes in public places.
It is appreciated that the phrases contained in said regulation are extracted from the General Regulation of Military Duties, by which it is presumed that they are personnel who belonged to either the Mexican Army and Air Force, the Secretary of the Navy or the National Guard, but who now They collaborate for the criminal group.
