MEXICO.- Three stories in recent months describe what the escape of a capo means. In one, the governments of Mexico and the United States are fighting over the assets of Rafael Caro Quintero, founder of the Guadalajara cartel; in another, the drug trafficker fights at gunpoint for leadership on the border.
