Luis Rubiales will appeal FIFA's decision after suspending him for three years

Luis Rubiales, former president of the Royal Spanish Football Federation (RFEF), announced that will appeal to the Appeal Committee the decision of the FIFA Disciplinary Commission to disqualify him from all activities related to football at national and international level for three years.

Rubiales was initially provisionally suspended for 90 days and this Monday the disqualification was substantiated on the grounds that he violated article 13 of the organization’s code after the final, by putting his hands on his genitals in the box after Spain’s victory against England and kissing Jenni Hermoso on the mouth in the medal delivery.

In his text, the former RFEF president states that FIFA, after opening the file, granted him a period of ten days to present his position, but that two days later he was notified of the precautionary suspension of his position as president without having listened to him.

The former president believes that “the FIFA procedure has been characterized by issuing decisions without their foundations” and that he has been suspended for 66 of the 90 days without having had a complete hearing to defend himself.

“On the basis of the first decision that provisionally suspended me for 90 days and that were not issued until September 15 and notified on the 19th, the Disciplinary Commission based the decision and the urgency on ‘my presence as president of the RFEF could impede the administration of justice’ (in the FIFA disciplinary procedure),” he explains.

“However, the decision of the Appeal Committee rejected my appeal on September 29, despite the fact that on September 11, I presented my resignation from both my position at the RFEF and at UEFA where I held the vice presidency. If he no longer held any position in the world of football, “How can I be a danger to the procedure because I have a position?” he points out.

“News that delved into a negative idea towards me, without taking into account, at any time, any news or publication in any other sense. I understand that any judging body must take into account all the available evidence and not only the evidence that supports the version of the party that wants to convict me,” he adds.
