Former United States ambassador to Ukraine John Herbst pointed out that the Russian president is changing the tactics of attack, turning more violent with the purpose of not losing the war against the Ukrainians, when he supposedly had won it a few days after the invasion, the past 24 February.

Among the new strategies that the Russian president has is to besiege and attack civilian places as he has been doing in recent days, amid strong Ukrainian resistance, Newsweek detailed.

“We have seen massive bombardments of clearly civilian places,

and that is the tactic that has become more prominent as Russian forces bog down across the country,” said Herbst, who was the US ambassador to Ukraine for 2003 to 2006.

Ukraine and Russia resumed peace talks in Istanbul. Klemlin spokesman Dmitry Peskov said: “As for the fate of the negotiations, this is a really interesting question. Today or tomorrow, you and I will understand if there is anything promising or not”.

For his part, Ukraine’s Defense Minister Oleksii Reznikov , wrote in a statement issued last March 21 that Russia: “no longer dreams of capturing kyiv”, amid signs of a weakened and slow Russian advance towards the capital.

When Russia arrived in the Ukrainian capital it was believed that it could fall to its power in a matter of days and the Ukrainian resistance would be neutralized .

John Herbst, shared with Newsweek that he believes that Vladimir Putin has not given up taking over the country’s capital, but he does not have sufficient resources to be able to achieve his goal.

“I hesitate to say that he has completely given up on taking kyiv, simply I don’t think I have the strength there to do it any time soon. The Russians are not in a position to this moment to take kyiv,” Herbst shared. of the former US ambassador and revealed to the same media outlet that Putin’s plan failed.

“The initial plan of Putin largely failed due to the heroic resistance of the Ukrainians. I believe that the Russian army cannot take kyiv and most likely will not try to do so. this”, he detailed.

John Herbst does not believe that Vladimir Putin is seeking peaceful negotiations with Ukraine and although he has carried them out at a low level, that does not mean willing to give in.

“Putin has zero interest in this stage of seeking a negotiated peace, he still wants to control the country. That suggests that these negotiators are not speaking for the head of the country, and therefore there is none of that”, he concluded.
