The 10 countries that bought the most oil from Russia, even before the invasion of Ukraine

Russia is considered the largest exporter of oil to global markets and the second largest exporter of crude oil behind Saudi Arabia. The vast majority is bought by Europe and China, which together represent the 90% of the country’s total exports.

This dependency is the main reason why Europe has had difficulty enacting bans similar to those of United States on Russian imports.

As an example, in 2021, Europe bought around 42% of Russia’s total oil production, while China bought the 14% and the 30% stayed in Russia, according to the International Energy Agency (IEA).

Other major buyers of Russian oil include Germany, the Netherlands, Poland and South Korea. This is the list:
