A panel of judges from the Ninth Circuit Court of Appeals ruled against Guam businessman Sedfrey Linsangan , in a lawsuit that started in 2019.
It argued that the cockfighting ban was unconstitutional, as it alleged that the “raising of game birds, and the competition (are part of the) culture, customs and traditions ”of the Pacific island.
Since 2018, the then President Trump signed into law a law prohibiting all animal fighting in U.S. territories , which took effect in 2019. Until earlier, cockfighting was illegal in the 50 states but not in the territories , such as Guam.
The ruling notes that “the evidence presented by Linsangan that cockfighting is a previous cultural practice and alien to the history of the United States does not show that cockfighting really is so deeply rooted in the tra dictations of our nation. ”
