Los Angeles Council to Vote on Indoor Public Space Vaccine Mandate

The Los Angeles Council will consider issuing a new ordinance on Wednesday 28 September, to require individuals to show proof of COVID vaccination – 19 completed prior to entering restaurants, bars, gyms, shopping centers, entertainment venues, and indoor personal care establishments, beginning November 4.

The motion to request the ordinance was approved by the Los Angeles Council by 13 – 0, past 13 August, with Councilors John Lee and Joe Buscaino absent.

If approved, effective 21 October, indoor public spaces that fall under the ordinance in the city of Los Angeles shall display warning notices s on the COVID vaccination requirement – 19 .

The ordinance would apply to:

  • Establishments that serve food or beverages, including restaurants, bars, fast food establishments, coffee shops, tasting rooms, coffee shops, food courts, breweries, wineries, distilleries, banquet halls and hotel ballrooms
  • Gyms and fitness venues, including recreational facilities, fitness studios fitness (including yoga, pilates, dance, and barre), boxing gyms, fitness camps, and facilities offering group indoor fitness classes
  • Entertainment and recreation venues including movie theaters, shopping malls, concert halls, performance halls, adult entertainment venues, commercial events and places for parties, stadium sports, convention centers, exhibition halls, museums, shopping malls, performing arts theaters, bowling alleys, arcades, card game rooms, family entertainment centers, billiard and billiard rooms, play areas and entertainment centers. game
  • Personal care establishments, including spas, nail salons, Hair salons, barber shops, tanning salons, estheticians, skin care, tattoo shops, piercing shops and places for massage therapy, unless medically necessary.

People would be exempt from the mandate if they have medical conditions that restrict their ability to get vaccinated or a “sincere religious belief”, that will be checked by the place the person is trying to enter.

People who are exempt could use the outdoor areas l free of the place, but if they are not available, they may be allowed to enter the indoor area if they provide a COVID test – 19 negative .

Those who do not have a COVID test – 19 negative or proof of vaccination they can also use the outdoor areas of these places and the interior part “for short and limited periods of time to use the bathroom, order, pick up or pay for food or drink to go.”

The ordinance would be similar to those imposed in West Hollywood, New York and San Francisco.

West Hollywood ordinance requiring adult customers entering many businesses with interior spaces to present proof of at least partial vaccination, enters effective October 7, and full vaccination is required beginning November 4.
