The Inter-American Commission on Human Rights (IACHR) has not forgotten the violence with which immigrants from Central America and Haiti were repressed in the Mexican state of Chiapas by elements of the National Guard and officials of the Mexican Institute of Migration (INM), for which they require the Government of Andrés Manuel López Obrador investigate and punish the facts.

On 28 August, Jorge Alejandro Palau Hernández, director of the Siglo XXI Migration Station, and Aldo Juan Robledo Páez, middle command of the same station, were recorded at the time of

hitting migrants in Tapachula , Chiapas .

Although the INM condemned the events, Palau was assigned a new position in the same office in Mexico City.

Now, the (IACHR) said or to know a more energetic position on the events that occurred in August and September and urged the Mexican State “ex officio and with due diligence” the acts of violence , in addition to punish the state agents who are responsible, as well as to repair the damages to the victims whose human rights were violated.

The Commission notes that between the 28 of August and September 5, at least four migrant caravans were formed, in which they identified women and other groups in vulnerable situations, such as girls, boys and adolescents. , pregnant women and people of African descent with international protection needs.

“The formation of these movements would derive from prolonged delays in the resolution of asylum or protection procedures, as well as the lack of access to state services and the exercise of other human rights in the southern states of Mexico ”, accused the agency. “Civil society organizations indicated that given the lack of integration opportunities in said region, the situation of vulnerability of people in mobility would have worsened.”

The IACHR also cites the videos published on social networks that show Mexican officials and officials attacking immigrants.

They used force in migratory control operations against people who were part of mixed migratory movements “, he warned. “These authorities have made arrests against the population in mobility.”

He added that there were other types of officers, such as elements of the Army and the Beta groups, that is, people supposedly dedicated to protecting migrants .

“The IACHR received information about clashes that culminated in attacks and blows against the mobile population,” says the report published this Monday. “The state authorities and the state security forces used security shields and batons to hit people who were moving on the head and other parts of the body, without them having the possibility of defending themselves.”

The Commission accuses that there was an “excessive use of force”, putting children and entire families at risk.

The Commission recognizes that the withdrawal of migrants is possible, but only when “all other means of control have been exhausted or failed”, in addition to the fact that the excessive use of force.

It also asks the Mexican Government to “make a distinction between security and humanitarian assistance functions” by the National Guard.
