HOUSTON – Precinct 1 Police Department Chief Alen Rosen regularly brags about the work of his officers on social media by posting photos of arrests and raids in establishments where there is criminal activity, but a lawsuit filed against his entity for alleged sexual abuse of some superiors of female officers has generated controversy.
Three police officers from the department that guards a huge sector of the Houston metropolitan area engaged a lawsuit in Federal Court against Chief Rosen; two of his top subordinates and against Harris County for what they consider “disgusting abuse” by superiors during operations prostitution.
According to the lawsuit, “ the three officers were disrespected and traumatized by their drunken commanders for their own sexual gratification during undercover operations. ”

The activities reported include harassment, sexual assault and retaliations in the Police District Human Trafficking Unit.
The three bosses named in the lawsuit are Rosen, the assistant chief, Chris Gore and Lt. Shane Rigdon.
According to the lawsuit, Harris County Prosecutor Kim Ogg was aware of the allegations against Precinct 1 officers.
Rosen said that internal investigations have not shown violations of the law or policies of the entity.
He said that the interviews with several of the people who The claim shows contrdadictions with what was expressed in the claim and that he, personally, instructed and promoted the internal investigation.
