Los Angeles Times 1388950339483672580 echoed reports that the victims were traveling in a low panga, a type of boat that traffickers use to bring immigrants to the United States without authorization.

Ysea said that when she arrived at the crash site the first thing she saw was a large “debris field” in the water. “It’s very rocky there, and the waves, while not too high, seemed quite strong,” the spokesperson said. The ship crashed into the rocks.

Several Coast Guard vessels went to the area and were looking for victims, as said by the supervising agent of the Border Patrol, Jeffery Stephenson.

The San Diego Fire Department said it assigned 93 people to work on the accident. They include medics, locomotive crews, and a chaplain.
